The odd thing is that while plugged in the original dell battery shows fully charged and there is a continuous flashing orange light while plugged in. Replaced it with a non original new battery. Still does not boot up.

1.could you please put the new battery to another laptop to see if it can work?
Also please don't
disconnect the battery in charging process. Generally, it will take 12-24 hours
